Clear and stripes

Has anyone clear coated over pin striping tape before?

I am using Acrylic Enamel (for use alone or as a base coat) w/Urethane hardner for base.
Stripes are 3M Scotchcal 71301.
Clear will be acrylic Enamel w/Urethane hardner.

questions
1) If I use hardner in clear coat do I still need it in base?

2) With this paint do I still need to scuff base coat before clear?

3) Can I use this clear over stripes?
