Yamaha 650 V Star will not idle down

Greetings all: Not on start up but when cruising and then having to slow down, the bike will not idle down unless I down-shift, then the bike will idle back. Any Ideas? 8) 8)

are those crips too tight on handlebar? on my marauder was that reason cause didnt work very well...
