Is it possible to adjust a kick start?

My nephew has a kick start mini chopper.

The kick start is a pain in the neck.

It wants to be in the half way down postion before it grabs on to kick over the motor.

Is it possible to adjust the kick start peddle so that the entire downward motion is effective?

I was wondering if I loosened the bolts where the kickstart lever is connected, brought the shaft into a position where it grabs then tightened her all up in the correct position.

If I was to do this, would it put strain or would it do damage by the kick motion going past a point it shouldnt?

I would highly doubt it would damage anything.
As far as just adjusting the spline position of the kick starter lever, it'll work as long as you don't go too far and mess up the place where the lever goes up against the side of the bike. Other than that I can't really say anything except to look for a manual for an adjustment.
