dumb o-ring newbee question

When I got back from taking my bike for a few laps around my apartment complex today I noticed a screw sticking out of my back tire. Can bike tires be repaired like normal car tires, or do I need to get a brand new tire put on the bike?

Can they be repaired? Yes. Would I want to ride on a repaired tire? It depends.
Motorcycle tires endure significantly more stresses (and are more important) than typical car tires. I tend to be cautious about bike tires.
My willingness to ride on a repaired tire would depend on the location of the puncture (I'd be relaly nervous about a sidewall puncture), the size of the hole (Pinholes would be fine) and the method of repair (patch from inside). I'd be less than enthusiastic about a plug.
Is any of this hard science. Nope. Just my own preferences and opinions. And you know what opinions are worth. Everybody has one.

Agreed with NNY
I've known people to ride a patched tire (bicycle innertube patches from the inside) for 8 or 9K miles up to 140/150 without a problem. I also know many of my instructors wouldn't ride a patched tire across a parking lot...
And don't use plugs, use a patch from the inside, it works really well, just make sure to get it balanced again after you patch it.

My tire got repaired and it lasted until it was time to get new tires due to mileage.

Ditto. Do a patch and plug. Best of both worlds. Rode a couple thousand miles on a tire like that. No problems at all.
