Yep, banning pillions in Guatemala will stop the drive-by murders alright! So will forcing the law abiding ones to wear bright colored jackets and helmets emblazoned with the registration numbers...
Ah well, at least it'll make them more visible.

Yeah..... I really see murderous gang members adhering to that law.
