flaking of something in the gas tank

we just bought a 2005 pagsta mini sportster and just noticed a black flaking of god knows what inside the gas tank.it only has 1500 miles and its ot rust.i dont know what it is but the paint is custom so we dont want to replace the ank.im taking it back to place of purchase but was wondering if anyone out ther knows what it could be.its above the tank itcelf and it coming of in 1/8 in flakes.i dont get it.any help would be much appriciated.

Sounds like whoever sealed the tank didn't do a very good job.
