How are boots supose to fit?

Ok so I'm taking the MSF course in a little more then a week. I plan to buy a sport bike after I finish the class. I bought a helmet and gloves yesterday, and tried on some boots by Alpinestars and Sidi. But most of them felt like loose fitting moon boots from the 80's. Now I snow ski and rock climb, two sports that require very tight fitting uncomfortable footwear. Granted I didn't try on any of the race boots with all the plastic all over them, but I want something that I can wear around at my destination with out looking like a storm trooper in disguise.
I have a skinny foot and a skinny heel, and most of the boots I tried on I could pull my heel way up into the calf part of the boot. Is this normal, or a sign of a boot that is too big? They felt a lot looser then what I would want to wear walking around, and I would think that I would be better for something like motorcycle boots to fit tight. I tried Alpinestars and SIDI as those were the brands that they had in my size. The SIDI's were definitely better then the alpinestars for my skinny feet. Are there other brands/models that I should check out that are usualy skinnier and or smaller in the heel?
