Brake Reservoir- Changed bars and not level, ok?

I just picked up an 85 VT700 and the guy put some straight bars on it. I like the look but the brake reservoir and clutch reservoir (hydrolic clutch) are setup at an angle now, they were setup for the stock bars which had about a 30 degree downward angle. Is having the reservoirs at an angle like this going to affect the performance at all?

As long as the brake fluid can flow into the master cylinders (ie: the fluid outlet is below the fluid level), it will have no effect on the brakes. If the outlet is above the fluid level there will be a significant effect... no brakes or clutch action at all.

sorry I'm somewhat of a novice when it comes to this stuff, so does that mean having the fluids underfilled would be better than having them overfilled?

No, don't underfill them. Take off the top of the reservoir and look at the bottom of it. There will be a hole or passage where the fluid flows from the reservoir into the mastercylinder. That hole must be below the fluid level so the M/C always has a supply of fluid.
The easy answer is if it is working now, it is working as well as it can.
