When I was taking lessons, the instructors said this actually happens quite frequently. The tires need to be scrubbed in before taking off so fast. Judging by the sound, he was revving it quite high.
Racers look for opportunities like this. They can go buy a crashed bike cheap for parts. Or so I was told by someone who races.

I had something just like that happen to me on some black ice one morning. Fortunately my foot went down so fast I kicked myself upright.
In the video it looks like it the road surface. I"m not sure exactly what it is but I know cobblestone is slicker than one might think.
