Bike won't start

my '06 Ninja250 was running fine last week; now it wont fire. It has a brand new battery, and jumping has no effect. turns over and over and over but never fires. I removed and cleaned the plugs yesterday, still nothing. What should I try next?
-it sat for about 5 days in the rain between when I ran it last and now.

Did you make sure the RUN/STOP switch is in the run position.

Yes, thank you (to my knowledge the bike doesn't even turn over if the killswitch is engaged).

OK, I appear to have spark when I try the plugs outside the cylinder.
I have now removed the carbs from the bike, and I guess it must be some kind of fuel problem related to the carb but I dont know the first thing about it, and don't really feel like taking the whole thing apart because I dont even know what I'm looking for. There is gas in the float bowls evidently because it's leaking out; other than that I have no idea...

Well if it's leaking out while they're on the bike, then you're probably flooding the cylinders.
And replace the spark plugs! Not just clean them.
Check your float bowl needles, and see if they have a flat spot on them. If they do have that then they need to be replaced.
When you put them back on the bike get them into the boots carefully.
If you can't get it to fire turning over, then definitely try to bump start it. Does it sound like there's compression?
