Help... 1979 Honda 750K

I'm rebuilding a 1979 Honda 750. I have it up and running but having a big problem with one hose. If you follow the fuel line to between the 1st & 2nd carb it connects. Right in front of the fuel line connection is a smaller hose..... any ideas where this is suppose to hook up too. Right now I'm having to run on full choke. I'm hoping this will fix my full choke problem.
I've spent 1 1/2 years restoring this one and I'm pretty proud of it. Even on full choke you can feel the power.

Is it a fuel line or a vacuum line? Where IS it connected ?
(Picture would help)
I would say it goes to the petcock, but the bike shouldn't be running at all w/out it hooked up then (Less you have the petcock set to prime)

If you follow the fuel line from the tank to between the 1st/2nd carbs, you'll see the fuel connetion... there is another connection directly in front of the fuel connection. It's a smaller connection and the hose is about 10 inches long. Wish I could get a picture of it for ya.... I don't know if it's a vacuum or what....
