Extra-extraneous Wiring Harnesses Behind My Headlight.

I have an 83 cb650sc.

Upon changing out my turn signals, I noticed some wiring that seems to be doing nothing. Does anyone know why there would be extra wiring tucked away behind the headlight?
Can I just cut it out to clear up space?
It might be dangerous, but its fun.
