Is there a secret to get this lock to work ? On my XJ650 if I turn the key to "lock" it does nothing. But if I turn it to "park" it engages. When I turn it from park to lock the peg disengages. Any ideas ?

On my old Magna you just turn the handlebars all the way to the left, push in on the key and turn it to lock. At first I didn't know about the park function and must have killed my battery about 10 times.
If your bike doesn't lock when you turn the key to that position I would say something is wrong with your tumbler, but I am no bike mech.

Turn the handlebars all the way to the left. Push the key in a little and turn key to the left all the way, you will see the park light go on. Now turn the key one click to the right and the light goes off. Now it's locked. And won't kill your battery.
