07 Shadow Aero Speedometer not working...HELP

I have a 2007 Aero, the speedometer quit working along with the odometer. I just bought a brand new one and plugged it in. It does not work either. The Speedometer lights up, all the lights on it work and the odometer and the trips all display, but its not registering speed or mileage, the previous speedometer was doing the same thing, but I noticed the needle for the speedometer was stuck under the pin.
