So I went and picked up this 99 ninja 250 for $500...ran good and was kind of a fun ride. Only problem it had that I could tell was the kid I bought it from paintedit flat black. So I took the plastics and tank off so I could start prepping them for a more stock paint scheme and when I pulled the tank I found that one of the screw holes (top, right, front) runs all the way to the inside if the tank...ie: it can leak gas. Is this supposed to be like this or should I fix it...I'm guessing the latter. It I just wanted to make sure.

Nope, definitely not supposed to be like that. I'm guessing he put back in a screw that was too long and kept cranking until it looked right.
Best way to fix it? Weld a piece over the top of the hole.
Easiest way to fix it? JB Weld in the hole. Not sure how long that will hold though.

Try an epoxy gas tank repair kit....
