Electrical issue - harness short?

I have an Italika DM150 (a local Mexican bike much like a Honda XR 150).
It turns over & the plug fires but it won't start.
I took it to a local mechanic, who did something interesting which I still don't understand:
There's a harness with 5-wires (and an empty slot) tucked out of sight near the seat (he didn't have to take the seat off to access it).
He grabbed it & plugged a separate (test) wire into the empty slot, then grounded the other end & the bike started!
I think he said (my Spanish isn't great!) I need a new starter. Does that make sense?
Can I just run a ground from the harness?
