When a website says that a bike has a 3.8 gal tank and .33 gal reserve, does that mean the tank is 4.13 gallons or that .33 gals of its 3.8 gal is reserve?

Your reserve on an MC is not a separate tank, but the bottom portion of your one and only tank. Therefore your 3.8 gal tank is really 3.47 gal with a 0.33 reserve. All MC tanks are the same.
Your petcock has on/off/reserve settings (usually). "On" allows fuel to enter the petcock through a pipe sticking up from the petcock. How far this pipe sticks up will determine your reserve capacity. Once fuel goes below the top of the pipe, you run out of gas and switch to reserve. Reserve takes fuel from the bottom of the tank, where once empty you begin the long walk to the dino juice bar.

...or the house. Which I wouldn't have done had I known that at the time (just push the lever down). Thanks for clearing that up.
