If its only the wires that are gone, then unless your really busy, why not rewire it all? It probley might be a little bit of a hassle, but maybe sometime you will need to use it on the street, who knows. Wires and connectors arn't too expensive. I just bought 15' of 12 gauge wire at canadian tire for like 4$, and I'm sure if you look around, you can get it cheaper in bulk. Then you just gotta buy the connectors and they are pretty cheap too. Id say you could probley do it for under 25$ canadian, if by cut he wires you mean he just tore out all the wiring.

Would you ride it on the street enough to make it worth the time and expense? As a streetbike, it is about in the same league as a moped in terms of usefulness and ability. It's a nice little playbike though..... that's what I'd keep it as.
Is it painted that nice blue? I always envyed my neighbours as a kid, it was a sharp machine... being brand new didn't hurt either, when the rest of us rode whatever junk we could make run long enough....
