Inconsistent idle

So I usually only take short trips on my bike (10-15 minutes) around town. Since it's old and really cold blooded, I have to keep the choke on most of the time. I can slowly take it off little by little as it gets hot, but I can't turn it completely off until I get to my destination usually.

Anyway, the problem is, when I stop at a light, and it starts idling high (2-3k RPMs) I turn down the choke so the idle speed comes down, but then the idle speed will fluctuate up and down as I sit there, without me adjusting the choke again. Sometimes it fluctuates as much as 1000 RPMs up and down just sitting there. IS THIS NORMAL??? If not, what do you suppose is the problem?

Sounds like a carburation problem the following should solve

1st - Clean your carbs, pay special attention to your jets
2nd -Clean your air filter, or change it
3rd - Check for cracked air intake

Should solve the problem
