


The rules may be in place for a reason, but that doesn't mean they're not stupid. Seriously, Chris has a valid driver's license issued by the DMV (presumably based on their having verified his identity). All he wants to do is add a learners permit. If they can't tell if his DMV issued license is fake, how are they going to authenticate a birth certificate? Keep in mind that birth certs could be from any state ( or country for that matter). The DMV's requirement is a futile bureaucratic exercise that provides no added value (unless you consider making people angry valuable). The government employees at the DMV are not exactly 'equipped' to make serious judgements about individual cases, so they follow the rules to the letter. Plus they don't care...if you don't get good service, where else are you going to go?
