2300 below blue book w/ low miles

So, I'm buying my fourth bike.(#1 1979 Honda CB 750K, #2 1981 Honda CB 900 Custom, #3 Yamaha Seca II).
I'm pretty excited because it's a major step up for me, however, I'm a little worried about the low pricing.
Upgrade: 2001 Aprilia Mille.
My question: The blue book is like 7300 for this bike, and the guy is only asking 5000, plus he's giving me 1000 for my Seca II. The Mille only has 6700 miles on it. He's taken off all the decals. The left handle had a scrape from drop, and the last test ride let it fall over.
Does the price sound right for the stuff thats been done to this bike?
Also, I know the guys races...but I've inspected the bike and didn't see any sign of racing. Do racers abuse their street bikes?

sounds like the bike as had a major spill.

If the guy was racing the bike, does 6700 miles sound like the amount that it would be ridden from 2001 until now?

Sounds like a heck of a deal to me . Obviously with all the bikes you already own you should be able to make the right decision for yourself . Know what I mean ?
Many years ago I lived in Santa Barbara and ran a business in La Cumbra Plaza . Loved riding to work everyday over APS .

the way a bike mechanic roughly explained it to me is that its ok to buy a track bike if the frame and all is straight. the main reason track bikes are put to rest is that they no longer operate at their optimal powerband. For street riding you will not know the difference.

A lot of people wont pay even close to blue book for a bike that has been dropped (I know I wouldn't). He probably has had problems selling it in its current condition.

As long as it runs well, and doesn't seem to have any problems, I would probably get it if I was in your situation.
