Carb probs on a '82 xj650 Maxim

My dad bought this bike a while ago, always had problems, and he just stopped working on it (and didn't want to pay a shop the large amount of money they wanted). SO, I got the idea about a month ago to fix it up (they've been unsuccessfully trying to sell it for a while now), bought a carb stick, etc. It (most likely, I'm no expert) runs rich, the spark plugs are pretty black. I've sync'd the carbs and fiddled with the mixture screws and I've gotten it to rev as high as 3k, after that... it stalls, a full throttle twist bogs the engine instantly and if I don't throttle down fast enough the engine dies. Also I have to go slow on the handle to get it up that high, too fast and... it stalls. Starts up fine tho, it didn't before, but now it idles real nice (woo.). From what I read, I'm thinking that it's the jet needles, but they're stock... shouldn't they work?
I've rebuilt the carb with those little kits, cleaned and sync'd, but I cannot throttle past 3k-ish, any ideas?
