Should this happen? (brakepads rubbing)

I'm new to the forum and want to thank everyone for the help.

I'm also new to biking so I want to check with some experienced bikers before I ruin a new rotor.

I changed the brake pads and after I replaced the tire and chain, I spun the tire and the pads are rubbing against the rotor. I pumped the brake several times and I don't think the calipers are returning far enough. Is the rubbing normal on new brake pads or should I not ride until they are completely free when the brakes are not depressed?

The bike is a 1996 DR650 (Suzuki)

Brake pads always make contact with the rotor and drag "a bit". Exactly how much is the key here. With the tire of the ground, can you spin it by hand? If so, does it remain spinning for a bit or does it come screeching to a halt as soon as you stop spinning it?

Thanks for the fast reply....

I can spin the tire and it doesn't come to a screeching halt but there is a disturbing rubbing sound that worries me (kind of like metal on metal). When I apply the brake, the tire stops normally.

I just bought the rotor because I ruined the original by forgetting to put a spacer in the tire. I just don't want to make another costly mistake.

That rubbing sound is normal. I have twin rotors up front with dual 6-piston calipers, and mine makes a constant "ssshhhhhhhh" noise while riding. As long as the wheel spins freely by hand I wouldn't worry about it. I would, however, advise you to change your brake fluid at this time, preferably to Valvoline synthetic (AutoZone) if you haven't already. A good flush will get rid of gunk that could clog the return lines causing a legitimate bind in the caliper.
