Buying an out of state bike in CA

Can anyone fill me in on the laws for buying second hand and new bikes outside of california and then registering them in CA? I live in CA but Reno, Nevada is my closest city, (and thats 3 hrs away!) I know for new bikes some have california models for emission laws. Thanks.
