All proposed FLHTP motorcycles to be in full compliance as follows:
A. Engine
Piston displacement of not less than 1690cc OHV Twin Cam 103
Vibration Isolated V-Twin, air-cooled, equipped with OE standard oil cooler, two cylinders with overhead valves and featuring EITMS (Engine Idle Temperature Management System), producing minimal vibration frequencies and magnitudes. Engine and
transmission isolated from motorcycle frame utilizing a rubber mounting system.
– Powertrain deluxe chrome group designed for low maintenance; black powder coat finish on engine;
chrome rocker boxes, timer cover, outer primary housing & transmission covers.
– Compression ratio: 9:6:1
– Electronic Sequential Port Fuel Injection System (ESPFI)
– Chain Drive Twin Cams
– Hydraulic Lifters requiring no maintenance service adjustments
B. Clutch / Transmission
– Clutch shall be of the latest multiple nine (9) plate design, wet.
– Transmission to be of latest design, manual type, with not less than six (6) forward speeds.
– Clutch disengage for starter motor operation
– Primary Drive, double-row chain, 34/46 ratio.
– Greaseless shifter shaft with “anti-vibration” rubber spacers.

C. Brakes
– Independent Anti-Lock Brake System
– Hydraulic Disc brakes for both front and rear wheels

– Uniform Expanding Rotors
D. Suspension
Motorcycles shall be provided with a suspension system to permit optimum handling conditions as required in law enforcement.
– 41.3 mm telescopic front forks.
– Rear air-adjustable shocks.
– Rear suspension swing arm bearings shall require no lubrication for life of the motorcycle.
E. Wheels / Tires
– Black Slotted Disc Cast Aluminum wheels, rim material to be impermeable to compressed air.
– Tubeless type tires to have non-skid tread, designed to operate on paved highways and shall have a full, four-ply fabric reinforcement.
– Bead-retention tires designed to remain on wheel during sudden loss of pressure.
– Sealed automotive style wheel bearings requiring no endplay adjustment and service interval of 100,000 miles (160,000 km).
F. Fuel Tank
– Fuel tank to have a capacity of six (6) U.S. gallons (or 22.71 liters). Must provide a minimum of 1 gal (3.8 L) reserve fuel capacity when main supply is exhausted.
– Electric fuel pump.
G. Electrical System
Electrical system shall be nominal 12-volt as follows:
– Battery. Sealed, heavy-duty maintenance-free, 12-volt, minimum rated capacity – 28 ampere hours (Battery Council International rating), 270 cold cranking amps.
– Ignition. Non-waste spark, alpha control.
– Charging System. Three-phase, 50-amp high output alternator, solid state regulator.
– Connectors. Industrial grade throughout, provided with electrical accessory connection.
– Hand Controls. Water-resistant, integrated switches.
– Starting System. 12-volt starter, solenoid operated engagement, relay required.
– Horn. Sound level audible above motorcycle and traffic-generated noise.
H. Lighting
Each motorcycle shall be provided with the following lighting equipment:
– Quartz Halogen Headlight, 55 watt low beam and 60 watt high beam.
– Pursuit lamps front mounted PAR-36, one red and one blue (incandescent).
– Tail light.
– Turn Signals, self-canceling system.
– Flashers, four-way, integrated into turn signal switches.
– License plate lighting with two blue marker lamps.
– Front (Amber) and Rear (Red) Fender Tip Lights
I. Visual Displays
– Speedometer. Analog speedometer, range 0-120mph (or kph equivalent),
– (2) re-settable trip meters.
– Odometer. Calibrated, cumulative.
– Tachometer. Analog.
– Fuel level gauge.
– Emergency Light Activation Indicator.
– Sight glass on brake master cylinders.
– Fuel Mileage countdown till empty displayed in odometer window when Low fuel indicator lamp is lit.
– Turn Signal Indicators

J. Feature Requirements
– Seat. Deluxe solo saddle, special police type, breathable material covering, adjustable coil over spring suspension system.
– Side Stand. Jiffy stand with electronic disengage to prevent drive off with jiffy stand deployed.
– Foot Boards. pivoting type with non-skid rubber pads.
– Guards. Front engine guard bar and rear saddlebag guard bars.
– Saddlebags. Factory installed, law enforcement type Injection Molded GTX saddlebags, approximately 2000 cubic inches of storage space per bag, water-resistant, utilizing police style speed latches.
– Final belt drive, with a rubber isolated 68 tooth rear drive sprocket.
– Chrome, two into one into two exhaust system
– Windshield. Constructed of clear polycarbonate, designed to break away with minimal force.
– Mirrors. Two (2) long stem true image mirrors.
– Key. One key fits all locks.
– Wheelbase. 63.5 inches (1613.9 mm).
– Laden Seat Height. 30.6 inches (777 mm).
– Gross Vehicle Weight Rating. 1360 lbs. (616.8 kg.)

LED lighting systems – Bright lamps feature blue, red and clear lenses and selectable flashing pattern.
Tour-pak® system – features easy plug-and-play installation, with a self-contained design that lets the leds function without draining the battery. Designed for ease of installation and service, the Harley-Davidson® Police tour-Pak® system is a “plug-and-play” option for touring Police models. the tour-Pak system plugs into the vehicle wiring harness, eliminating the cutting and splicing required with other light boxes. the tour-Pak system features a new leD brake light with integrated amber turn signals, a single center-mount key lock,* dual positive-catch latches, hinged metal stays that keep the lid open and dual adjustable equipment shelves
for mounting and storage of custom installed equipment. The tour-Pak system is available pre-drilled for the new side and rear leD
lights (sold separately), or as a “Box only” kit. Pre-drilled versions feature a unique self-contained auxiliary battery which provides additional reserve capacity and is isolated from the vehicle battery when the ignition is switched off. Pre-drilled versions also include an onboard battery charger with external 110-volt power hook-up, 12-volt accessory outlet, fused terminal block, grounding block, and wiring harness with watertight connectors. auxiliary battery P/n 65989-97c sold separately. * included lock can be replaced with lock keyed to match the motorcycle ignition key. Police tour-pak® led light with clear lens – Equip your Police tour-Pak® system for maximum visibility. these fast-reacting bright leD lamps feature clear lenses and selectable flashing pattern. Sold individually, these lamps are available in your choice of red, Blue, and split red/Blue leDs. fits Police tour-Pak P/n 54180-10 and 54179-10. also fi ts Police tour-Pak P/n 53631-04 and 53632-04 when all leD lights are replaced, and Wiring Harness P/n 70697-10 (1), trim ring P/n 72641-10 (3) and Washer P/n 6789 (6) are installed.
Police tour-pak led brake light with integrated amber turn signals – Bright, fast-acting leD lamps grab the attention of following drivers. clear lens lamp features leD lights with run, stop and amber turn signal function.
Police tour-pak led light trim ring – Add a touch of chrome to an leD light-equipped Police tour-Pak. Chrome-plated trim rings are formed to wrap the lens and conceal the lamp base. Trim rings also permit installation of leD light P/n 69816-10, 69940-10 and
69941-10 on older-style Police tour-Pak P/n 53631-04 and 53632-04.
Police seat suspension kit – Rretrofits ’09 –later fl models with the new one-piece solo coil-over shock absorber to replace the air bladder.
Emergency headlamp with built-in strobe – Make your motorcycle visible to oncoming traffic. Kit includes headlamp and strobe
bulbs, headlamp housing, 2-point strobe power supply, and required installation hardware.
Mirrors with flashing led police emergency lamps – Smoked lenses hide bands of red or blue leD lamps that act as fast-acting
auxiliary flashing emergency lights when pursuit lamps are activated. The forward-facing eye-level lamps command additional attention from oncoming traffic. The wiring is concealed in the housing and stem, and is easily connected to the original equipment incandescent Pursuit lamps with no additional parts or plug-and-play integrated with the Par-36 front leD Pursuit lamps or the engine

Emergency response kit – The emergency response Kits include the basic accessories necessary to prepare a Police motorcycle for field duty. Kit includes siren speaker, siren amplifi er, P.a. microphone, speaker bracket and amplifier bracket. fits fl Police models.
Siren speaker – The 100-watt siren speaker features heavy gauge polished aluminum horn.
Siren amplifier – The 100-watt amplifi er features one-button activation, two siren tones with optional air horn (air horn activation may require additional labor charges by dealership) and Pa function.
P.A. microphone – Use the siren speaker as a Pa system. Kit contains noise-canceling microphone and required mounting hardware.
Pole strobe led lamp – Telescoping pole-mounted 360-degree strobe beacon. Available in blue or red 4-1/2″ H x 5-1/2″ diameter lens. Does not fit with Police tour-Pak® systems.
Par-36 front led pursuit lamp kit – Kits include extended lens leD lamps, 4-point leD fl asher module, and wiring harness. flasher module is designed to power front leD Pursuit lamps and leD engine Guard light Kit (sold separately). fits all flHP and flHtP models.
Stealth switch – Disables all lights except front fender tip light and brake light. leD light on switch notifies officer when switch is activated. Fits ’07-later models. Stealth Switch will not work with the Harley-Davidson® integrated radar Kit (restricted part –
requires written authorization from requesting agency).
Engine guard led light kit – The lamps clamp to 1-1/4″ diameter tubular engine guards, and are adjustable for left-right and up-down positioning. Kits include 2 leD lamps, your choice of color (listed below) and installation hardware. These are powered by any Par-36 Pursuit lamp Kit sold above. An leD flasher module (P/n 70671-04) and Wiring Harness (P/n 70673-04) are required if installing
without a Par-36 Pursuit lamp Kit. lenses Feature Bar & Shield logo lens covers. fits all flHP and flHtP models.
Headlight on/off switch – 91270-92 fits ’06-earlier flHP and flHtP models (restricted part – requires written authorization from
