If you mean it did so when you turned the key and started, then yes it would be normal. Todays speedometers are electric and not cable driven. I ride a 1999 Roadstar Silverado by Yamaha and it to does the over and back as soon as you turn the key on.

I would say that both would be a good bike as long as you feel at home in the seat. But once you learn what it takes you will be ok on most anything.
