Muffler Rattles

I have megaphone type mufflers on my '78 xs400. I noticed that the right muffler has a metallic rattle when I rev up the engine. The headpipe seems to sit tight... I saw that the plate at the end of the muffler was a little loose, and tight the allen bolt that held it in place. But the rattle doesnt go away. it if tap the muffler with my shoe, it moves. The left muffler on the otehr hand sits nice and tight.

This is really killing the sound of the bike. not to mention all the extra vibration its causing. Any idea how I can fix this? pack the headpipe-muffler joint with some sealer???
