It's a proper use of the contraction (they are = they're). Your second example (which I didn't include) was right though :mrgreen:

You might want to reread his quote. After he breaks up the contraction and rereads the sentence, he concludes "Yes, that's correct."

He then follows that with another usage of "they're" that is revealed to be obviously incorrect when the contraction is broken up.
