Divide makes an excellent point. Just what exactly should a "good citizen" do if he/she sees someone breaking the lock on a bike? Everyone who's been bemoaning the sad state of affairs has not offered an example of the "right" thing to do. Unless you know for sure that the bike doesn't belong to the person breaking the lock, you'd be wise to do very little.
If there were a cop around, I might let him know about the suspicious behavior, but then the cop is right back to having to prove that the bike belongs to someone else. I'll bet that's exactly what the cop in the police van was thinking when he drove past.

This happened in Kew Gardens, Queens, on Austin and Lefferts.in the late 60's in Great Neck (long island, NY) there was a murder of a young student, Kitty Genovese

I watched some of the video and I think it was staged. Below the video there is a little write up about some law thats trying to be passed in NYC. The law they want passed will allow bicycles to be brought inside and stored in all buildings. Example, you go to the bank and bring the bike in with you as opposed to leaving it outside where it could get stolen. Current laws don't allow this.
