Actually, I think that's a pretty good pun...
There are some people who feel that way about cops, and who feel victimized when they get a ticket for speeding or whatever it may be.
Here's a situation to get mad about:
I was driving in a 35mph zone in my wifes silver jeep when a silver bmw flies past. A few seconds later a cop pulls me over and claims I was going 55 in a 35. I was irate, and he very nearly gave me a ticket just because I wasn't polite and didn't accept somebody elses ticket. Now that cop was being a "donut hole," but I think he's the exception.
