I just bought a 2003 Ninja 250 that had 229 miles on it. This is exactly what I'm running into. Thinking the carbs might be gummed up I filled up the tank and added carb cleaner. I'm running into the same issue with idle settings. The bike takes 4-5 minutes of light riding before it will even idle below 3,000 rpm's. No matter how much I screw around with the idle adjuster I can't seem to get it set correctly.
Sure hope it gets better with mileage. If not I guess I'll have to take it in.
