No, it's not an apt comparison. It's an overstatement. An apt comparison would be the people that complain about cops giving them tickets when murderers are running loose.
In addition to the obvious things, the UN is also responsible for international environmental policy, which noise is a part of. Complain all you want, but this is the sort of thing they're designed to assist with.

The U.N. as I see it:
The UN will pass any law they deem fit, but most of the time, it goes nowhere unless "we" (the U.S.) enforce it. This is not an insult to our Canadian neighbors, btw...
And this is not a shot at the war, its just the first example I can come up with off the top of my head.
The U.N. has, over the years, passed a few resolutions against Iraq on many things, such as Kuwait and humanitary reasons. However, it was always necessary for the U.S. to intervene and actually DO something which prompted responses from other nations. The U.S. is pretty much the U.N.'s personal army, and I think that needs to change.
And as for U.N. "peacekeepers," I think they are pretty useless. If some of the older people on this forum may recall, U.N. peacekeepers stood by as thousands of Rwandans were slaughtered.
And just as a quick note, I think the international community's hatred of America is exagerrated and a bit hypocritical.
We might as well start calling the UN the damned "League of Nations."

2002 running lights? All motorcycles have had the lights on since the late seveties. 78 i think. Freinds got a 76 kawasaki that you can actually turn the headlights off, other wise they have all been on in America since 78 I think. 81 db, hell i fart louder that that.
U.N. stands for Useless Notion. You give them a dollar and they can only do 25cents of good with it. America,canada, europe and japan pay well ove 90% of the dues and budget for that place, yet the world craps all over us. Think of this, America gets one vote but the Eu votes as a block. 25 to 1. Well yeah, that's because the US is one country. The EU is composed of 25 countries. Find someone less pointless to whine about, this is just dumb.
