She's keeping her gun trained on a suspect as he's being cuffed, on the ground, and she accidentally squeezes one off. Looks like it hits the pavement right next to the guy's head. Also the cop doing the cuffing was almost hit too.

Very hard to tell, but the protruding lip of the barrel makes me think it's probably a Beretta.

It appears she's just about to holster it when it goes off. Probably overthought the process of standing down. Too much talk and not nearly enough hands-on in her training.
