Will I be able to join a BRC at the age of 17?

I want to learn how to ride a motorcycle, but I don't know if I will be able to participate in a BasicRider Course because I am only 17. Will I be able to join one?

By the way, I live in New York State.

Minimum age in NY state for the BRC is 16, IIRC.

The rule is more probably that you will be required to take the BRC in order to get your motorcycle license or endorsement. That's the way it is here in California. New riders under 18 have no choice - it's BRC or no license.
