With a Buell XB you can wheelie for a long time with no problems I guess because they have a dry sump oil pump.

The Katana is Suzuki's version of the Kawasaki ZX-6E that I recommended earlier. Both of them have low seat heights, though the Kawi's is a little lower. And you should be able to find plenty of used ones for less than 3k. (Katana or ZX-6E)
