I was back in Vietnam about a year ago. This traffic volume is very routine. I sat at a local cafe and watched traffic in Saigon (no one calls it Ho Chi Minh City...too friggin long) for days. Health, auto, life insurance is uncommon - aka non-existent. If you're in an accident, it's your damn fault regardless who's fault it really is.
Key to survival? Predictability. If you walk across the flow, keep going until you're on the other side. If you stop half way and turn back, you're gonna get whacked. And if you get whacked, no one feels sorry for you. In fact, they're probably pissed. If you're gonna get on the run way, you better know the rules.
