So how much would you spend on a used GS 500E?

I've passed my MSF / licensing this Summer and I'm now looking to pick up a Suzuki GS 500E. Are the blue book values for the bike a good approximation as to their ball park price or is there some other yard stick I should be using?

Blue book values are usually pretty low.

The thing to do is start watching the listings and recording the condition/prices of the bikes (that you like) that you see for sale. After a little while you'll get an idea of what they're worth in your area. Go from there.
Of course I'm generalizing from a single example here, but everyone does that. At least I do.

Well, they seem to be going from anywhere around $1800 - $2000 here. I take it age, milage, and general condition all factor into the price. Are any one of these factors more important than the others?

The newer the bike the better. Old stuff breaks down. Make sure it has moderate mileage. A 10 year old bike with 4000 miles on it is worth less to me than one with 20-30,000 miless because having a bike sit is the worst injury you can do to it.
