I wonder if those would be not illegal for me...
I haven't used ear buds yet because I was thinking of cutting off one of the buds so that when I get pulled over (i live in a TINY town with City, County and State police stations spread out over about...10 miles...maybe 10. They ever noticed my cord and they'd pull me over to see if I had both ear buds in, and if so give me a ticket.
I doubt speakers would count as headphones.

ear plugs are only rated to stop a certain decibel level say 27 decibels being common if i recall. A fire engines siren is around 130-140. So while your plug s knock 27 decibels off wind noise to help prevent hearing loss, your not eve nknocking off a quarter of the sound that a fire truck makes. Thus they are allowed in most states

You know those people that get tickets for noise violations because of their loud music? Those are the ones.
They think "well then I'll wear headphones and have my music as loud as i want!" And then they can't hear sirens and such.
Ear Plugs are not illegal because they do not stop you from hearing things like sirens. REALLY loud music can though.

I wear my Shure E3c when riding but only using one ear phone. The good thing about the Shure headphones are that I don't have to turn up the volume past low or medium.
In NYS the law allows for one speaker/ or headphone only inside the helmet.
