oil leaking out of the timing cover side of nighthawk 250

oil leaking out of the timing cover side of nighthawk 250

I started up my nighthawk yesturday to warm it up and when I went back out there was oil everywhere. When I looked at it closer there was a tiny hole on the timing cover that appeared that it was supposed to be there. There is a plate on the back side of it that is supposed to hold the oil in. It does not appear to be cracked. How do I fix the problem, and what is the purpose of the small hole? Is it to tell me that that the plates gasket has failed or what? How do I get the wheel off and timing chain off to fix the problem? I hope someone knows what I'm talking about. Thanks for any replies.
