Just so we're clear - control has nothing to do with the bike, and everything to do with the rider. So if you're looking for the bike with the best control, that would be Rossi's Yamaha YZR M1.
Fastest production motorcycle is the Hayabusa (For top speed). Performance is sort of an all-encompasing term, including handling, acceleration, etc. I believe the Aprilia RSV Mille R is still the fastest production bike for the track.
But I think you should get a Vespa.

That's a pretty broad swath to cover. The best bike depends alot on who's riding it and where it's being ridden. If it's being ridden in a corner filled urban enviroment by a competant rider, a 600 supersport is hard to beat, but a really good rider on the 1000cc version of the same bike could come close. If it's wide open freeway/highway runs underneath a beginer, any liter-class supersport is as good as the next to go way too fast, way too quickly.
