Yeah, 'cept for the lack of a pressure sender and the presence of a float system...
Lack of pressure caused by oil low level means your pump is sucking air with the oil. Not good for lubricity.
I can flash my oil light with a hard launch, hard stop or extended hard left turn, all with a slightly overfull crankcase.

I've got a '94 Katana which is mostly identical to yours. As was said, the oil light will come on when the ignition is on and bike is off, and it reads pressure. Assuming everything else is right, it will go off when the bike starts.
As was suggested, check fuses and wiring. It's easy to get a pair of wires crossed and cause massive frustrations. Also, make sure you aren't trying to start it in gear or with the kill switch set to off (keep in mind that a malfunctioning kill switch or sidestand switch could be the problem, too).

problem
Its got plenty of oil. when i push start button nothing happens(no sound, nothing) battery is brand new, charged and has great power/voltage
can i jump the starter to start it?

My 93 katana completely died on me at a red light one time....no lights, no nothing. After pushing it off the road around half a shopping center to get to a street lamp, and an hour of searching I found out it was a loose harness under my fuse box (under the seat). Before you look too far into like I was doing, check the wire harness/connections.
