The MSF Course

I'm looking into taking the MSF course (in Ohio) and I have a few questions.

Do I need to have a learners to take it?
If I pass, do I still need to take the written and driving test? Or do I get my license right there?
How much does this course cost?
And, how long does it last? a couple hours? a day?
