Here, we have BCAA, (Just the same as AAA in the States.) They will do a multi point check up on a car for a small fee prior to purchase.
A good bike shop may do the same service, (but for a higher cost) and is worth it if you don't have the skills to check out a bike by yourself...

Find an Internet forum of local riders. Join up, introduce yourself, and explain your situation. Ask if someone would be willing to come look at a bike with you since you don't know what you're doing. For the most part, riders are a very helpful community and chances are that someone will be willing to come with you to look at a bike you're SERIOUS about possibly buying. (i.e Dont' waste the time of the person helping you out.)
