Are you aware of Motorcycle Ohio?
http://www.motorcycle.ohio.gov/ It organizes the Motorcycle Safety Foundation course here in OH, and the state subsidizes it so that it will only cost you $25. Normal price is around $300, I believe. Teaches you the basics of a motorcycle. All of their bikes are under 500cc displacement, and at Columbus, where I took it, they were all 250cc, and half of those were Rebels. It would be the perfect opportunity to try it out for you, size-wise and everything.
There are mobile crews that come out to a couple of counties near you--Gallia, Ross, and Athens. If you go to the site, click on the first box, "View Course Schedule" and you will get a list of counties. There are probably only walk-ins available now, but there are usually a couple of spots available. (Hint: stay for the classroom anyway, and come Saturday morning, if there are any no-shows, you will get to ride.)
Also, scooters get great mileage, are comfy, and come in 250cc. My 125 cc gets about 86mpg city, and goes 45 mph without trouble. Used ones can be quite reasonable, too.
