Super pocket bikes

Is there anyone out there that could answer some questions on regestering an X22 Super pocket bike in the state of Washington?
All the web sites that sell them say it is possible,(depending on local laws)
of corse. they do conform with the addition of lighted license plate bracket and mirrors.
Any info would help.
