Take your meter and read across the battery. Red lead to positive and black to negative. What do you read?

12 v . new battery !! click key over once and I get power to tail light and signals but no headlights or electric start. turn key to ignition and I lose the signal lights ect. looking at the wiring diagram it seems to be an issue with the headlight control module but I can't seem to find it.

The Right switch pod on the handlebars is the headlight control.
The wires come out of the pod and end up under the fuel tank. there is a big rubber cone covering all the connections.

My pod fell apart inside (the plastic inside the switches dissolved). I would check that first.

Get a wiring diagram. From here:

Go to archive wiring diagrams and pick your model.

Good luck.

Betting on the switch

Check the poles across the switch. You should get near 0 Ohms across the Battery in and Starter out poles, with the ignition in the start position.

74 cb360t , thanks for the advice guys, i still have a question though, looking at the wiring diagram for this bike at http://oldmanhonda.com/MC/MC.html
i see the headlight control swithch right next to the starter switch, obviously this is not the headlight, highbeam and turn signal, where is this control switch on the bike?? ill check opics of similar bikes to make sure it wasnt removed but im sure it cant be located on the handlebars, this is the only part that confuses me,
