OK I went and searched for " kikker 5150 200cc" and found lots of information on them. They do have a Honsukiha® 200cc single engine manufactured in China. I stand by my earlier assessment.

If you're looking for small and "old school", have you seen Suzuki's latest offering? The TU250 has an air cooled, fuel injected singe in an old school frame reminiscent of the old Triumphs.

thats a nice looking bike, but i was looking for more of a bobber or cafe racer style. with a really low set seat , almost like an unfinished lookin bike. my grandpa used to chop bikes after ww2 and i fell in love with the whole look and attitude it portrayed.

dude...check out xlforum.net. There's a lot of guys on there who've found old beat up sportsters and turned them into bobbers for a relatively small amount of money.

whats the ball park for customizing an older bike into a bobber? if you cant tell by now im very green when it comes to bikes. and have no idea what to do with an engine so i guess my question is is it cheaper for me to buy a bike thats close enough to what i want or do i find a fixer upper and customize it with the help of a shop?

Bobbers by nature are minimal bikes so if you bought a UMJ you'd remove all the unnecessary parts. The only thing you might need to buy would be a solo seat and some drag bars. You should shorten the control cables but you wouldn't have to. Try looking here or here or just about any specific bike forum and you'll find people bobbing, cafeing, chopping, modding, raceing, ratting, and stocking those bikes.
