96 royalstar bogging

Hey Guys, new to the site, very helpful stuff in here from what I've read.
96 royal star 1300
heres the thing, got the bike out of storage for the season, never drove it much last year so it sat for close to two years , I pulled the carbs off because I fired her up and fuel was leaking out of the side of the bike so I figured a float might have been gummed up, cleaned all 4 carbs re-assembled everything, fired her up no more leakage it idles fine but as I try to get past 1/4 throttle it makes like a fluttering sound, not sure if the carbs would have to be sinked or not,(doesn't seem to get sufficient fuel) also I left the air filter off and the top of the air box off as I'm replacing the dirty filter, just wanted to see if this would be the cause of the problem, getting too much air? or not enough fuel??
any help will be greatly appreciated

put the air filter back in and reassemble the air box and see if that helps. you may be running it way too lean (too much air) and that could cause your problem.
