Erm...ok. I found the problem. There is a common web browser by the name of Mozilla Firefox, and it doesn't render the mission statement on the front page. With that in mind, I'd take the floating text off, because it could throw non-I.E. users through the "What is this site?" loop.
Remember- the goal of any webmaster is to get his/her information or services to as many people as possible.
EDIT: I hate to mean Firefox, but it's several hundred times better than IE.

Actually I use Mozilla , it's heaps better than Firefox . Ya might consider upgrading to Mozilla .
