Can I put a 130/80/15 Metzeler tire on my 89 Kawasaki 454LTD which calls for a 140/90/15 tire?

You shouldn't have any problem going to a slightly smaller tire like the 130/80. Generally, using a different tire size can be a problem if you're trying to install a larger tire (clearance issues).
Last year I needed to buy a new tire in the middle of a long road trip. Since my Nighthawk has kind of an oddball tire size(140/70-17), I couldn't find a bike shop that had a suitable replacement in stock. I ended up going with a slightly smaller 130/80-17. It worked out just fine and I haven't noticed any difference.

Yeah the only difference you'll notice is you'll scrape pegs a little earlier. It'll be a lower tire with a better lean to it.
